War crime in America? No... just crime.

In the context of war, a war crime is a punishable offense under International law, for violations of the laws of war by any person or persons, military or civilian. Violations against citizens in internal conflicts are typically limited to local jurisdiction. Targeting a minority group within a country and entramping individuals within a minority group are not war crimes, just crimes against humanity.
